This article argues that as an interactive, tactical approach to sharing good practices, model courts represent an especially fruitful vehicle for accomplishing judicial reform. This contention is illustrated with an assessment of Canadian and American judicial reform projects in Russia in creating model district courts and diffusing their experience to other courts throughout the country. Mechanisms of diffusion included both a new curriculum for the training of court staff and new instructions for case management, as well as the indirect spread of concepts and practices through social learning. In the autumn of 1962, two weeks before U-2 aerial photographs confirmed Soviet deployments of nuclear missiles in Cuba, the US intelligence community attempted to image the island with the spy satellite Corona. Insufficient image resolution and extensive cloud cover, however, prevented this photography from providing solid evidence confirming or denying the presence of offensive missiles. This event – previously unaddressed either by Missile Crisis or Corona scholars – illustrates both the promise and the limits of early satellite imagery intelligence. Do negative budgetary shocks reduce performance in public organizations? If so, by how much and in terms of which criteria? Are public managers able to make internal management choices to limit or eliminate the effects of such shocks? These questions are investigated in a set of hundreds of organizations over an 8‐year period. For the most part, budgetary shocks of 10 per cent or more have only limited or no negative impacts on performance in the short term. The most salient policy objective and production for more disadvantaged clientele are especially insulated from shocks. Decisions about internal resource allocation and personnel management can be shown to protect core production while sacrificing more peripheral activities and capital investment. Questions that remain to be investigated include whether short‐term protection comes at the expense of some longer‐term losses, and—ironically—whether effective management under such circumstances weakens over time the political case for adequate budgets. 相似文献

The Supplemental Homicide Reports (SHR) are widely used in criminological research and inform a broad range of research topics and subsequent policy applications. A serious issue with the SHR is missing information about the offender and incident in many recorded homicides. Although it is convenient to discard cases with missing data before analysis, such discarding is not theoretically justified and can lead to incorrect substantive conclusions. Recently, several techniques for imputing missing SHR data have been proposed, but it is difficult to evaluate their effectiveness. This research presents a new approach to testing and evaluating SHR imputation techniques. Offender data that are missing in the SHR are often found in police records available for individual cities. We examine similarities and differences among cases with known offender characteristics in the SHR, cases with such information missing in the SHR but available in police records, and cases with such information missing in both sources. We then use these data sets to evaluate four different imputation techniques suggested in the literature (Fox, 2004; Messner, Deane, and Beaulieu, 2002; Pampel and Williams, 2000; Regoeczi and Riedel, 2003). We apply each imputation technique to the SHR, and for cases with information missing in the SHR but known in the police records, we see how well the imputed values correspond both with the individual known values and with the overall distributions in the police records. We discuss the outcome of our assessment of these strategies, and we outline important implications this assessment has for research using SHR data. 相似文献
